Would you like information about how much St Pete Beach has spent on litigation expenses since 2004? It is over $1.3 Million. In my opinion, some of this is "normal" municipal litigation (i.e. accidents, etc.), some of it is "proofing" of the legal validity of enterprise funds. Much of it, however, is litigation expense generated in response to individuals who are not happy with the outcome of one, or several, of our democratic elections.
So instead of living with what the majority indicated they desire, these individuals sued (or are suing) the City.
